Closing the Global Legal Entity Data Gap
Introducing the plei (proto Legal Entity Identifier)—a universal, no-cost open identifier system designed to bring transparency and efficiency to every legal entity in the world.
What is the plei?
The Foundation of Global Identity The plei is an open identifier to cleanly and unambiguously identify legal entities. There are many identifiers out there that are used in relation to "companies", but identifying legal entities globally has been a huge challenge. While the Global Legal Entity Identifier System, set up by the G20 in the wake of the global financial crisis, has been successful in regulated financial markets, this is only a tiny proportion of all legal entities. The plei bridges these gaps by providing a standardized, free identifier for all legal entities, regardless of size or jurisdiction.
Identifies the Legal Entity
Identifies the legal entity (not some vague concept of business or location), underpinned by proof of existence from primary reference data direct from the register.
Standardized and Well-Formed
Utilizes the ISO 17442 identifier format, ensuring compatibility with the Global LEI System, and avoiding the issues with local company identifiers.
Open
The plei is made available under an open licence and with underlying data available for the public benefit.
Carefully Curated
Builds on OpenCorporates' 15 years of expertise working solely in the field of legal entity data.
Why It Matters: The Importance of Coverage
Unlocking Digital Trade for Everyone Currently, many small and medium-sized enterprises (SMEs) are left out of the global identifier ecosystem because of cost or administrative barriers.
For SMEs
Unlocks automation, trust, and inclusion in financial services.
For Enterprise Efficiency and Quality
Use to map disparate customer and vendor datasets together for insight and data quality.
For Supply Chains
Enhances agility and transparency by ensuring every business can be identified quickly and securely.
For Sustainability
Provides the foundational data needed to track and verify global sustainability goals.
Combines seamlessly with the Global Legal Entity Identifiers
The plei is not a replacement for the Global LEI; it is a "bridge" that makes the entire ecosystem more robust.

Pro-Transparency note: If an entity with a plei later obtains an LEI from the Global LEI System, our system transparently upgrades the record, reducing administrative friction and making future official registration easier.
Access the Data
Built for Modern Workflows. The plei data is designed to fit directly into your existing financial and regulatory workflows.
Common Data File (CDF)
Available in the same industry-standard format as the Global LEI System file. However, we are considering offering this in data formats that are easier to read as a stream rather than XML (the US dataset will have close on 100 million records), e.g. CSV or JSONL

Download the Sample File
The plei is currently in alpha testing. We are inviting stakeholders, developers, and transparency advocates to download our initial sample file and provide feedback to help shape the future of global entity identification.
A Public-Benefit Mission
The plei is launched by OpenCorporates, the world's largest open database of companies, with data on over 200 million entities. To ensure long-term integrity, the system will be overseen by a dedicated governance board committed to keeping the identifier open and dedicated to the public good.
